A Day in the Life

The Structural Heart (SH) Health Economics, Policy, and Reimbursement (HEPR) Director leads the development and execution of strategies to achieve payer access and demonstrate therapy value in order to expand patient access to Medtronic SH&A therapies in the US and globally. The SH HEPR Director reports to the Vice President, HEPR, SH&A/PVH/CRDN/CS and sits on the leadership team of the VP/GM Structural Heart.

The Health Economics, Policy, and Reimbursement (HEPR) Director for SH will serve in a highly visible and impactful role to support global reimbursement strategy development, new business development, evidence planning, and product launch support for the respective therapies in SH.

This leadership position will be focused on understanding and communicating the global clinical and economic evidence requirements for gaining public and private payer coverage and sustainable payments. This individual will also develop and communicate business unit and therapy-specific global reimbursement strategy to include all coding, coverage, and payment considerations. This position collaborates with regional and local country reimbursement and market access colleagues (including the US market) to support the establishment and maintenance of reimbursement and coverage in target geographies and support the execution of reimbursement strategic plans. Working with our global and European teams, this individual is responsible for developing and executing global and geography-specific strategic plans to meet payer and provider stakeholder requirements for reimbursement.

In this role, the incumbent will partner with members of the SH&A/PVH/CRDN/CS HEPR leadership team, Corporate Health Policy and Payment leaders, and operating unit, region, country, and functional leaders to adopt the long-term clinical and economic evidence strategy required to obtain and maintain reimbursement by country.

Responsibilities may include the following and other duties may be assigned:

  • Manages and provides guidance to the SH HEPR team regarding strategic reimbursement direction and initiatives aligned with key business priorities.
  • Creates and executes comprehensive market access strategies by integrating reimbursement, health technology assessment, evidence-based medicine review, pricing, and health economic modeling activities.
  • Designs, develops, and implements an integrated approach to all aspects of the payer value proposition from early development through and beyond the loss of exclusivity.
  • Represents the HEPR function in OU core team and product development processes to ensure that global reimbursement and payer evidence development needs (clinical and economic) can be addressed early in the product development process.
  • Engages on a collaborative basis with functions including Clinical Research and Medical Science, Regulatory, Marketing, R&D, Business Development & Strategy, Sales, Finance, and Government Affairs (among others) to assure that HEPR topics and interests are addressed comprehensively throughout the business.
  • Communicates the unique attributes of SH therapies to external multi-stakeholders to ensure the therapies' value proposition will be recognized and maximize market uptake.
  • Works collectively with payers, including HTA, reimbursement influencers, and other decision-makers, to ensure the continuously changing reimbursement systems remain fair to all involved parties.
  • Develops strategic studies with the end customer in mind to ensure that the results will favorably impact reimbursement, market access, pricing, and market uptake.
  • Works with the Health Economics and Outcomes Research (HEOR) team to conceptualize evidence development strategies that will build the evidence base for SH&A therapies and position SH&A therapies strategically in the marketplace.
  • Engages with the US Field & Customer Support team (regional economic managers) to ensure hospital and physician customers are educated about available reimbursement for SH&A therapies.

Must-Have: Minimum Requirements

  • Bachelor's degree in health policy, health services research, economics, biostatistics, epidemiology, public administration, clinical research or a related discipline.
  • Minimum of 10 years of health policy, health services research, economics experience with 7+ years of managerial experience, or advanced degree with a minimum of 8 years of health policy, health services research, economics experience with 7+ years of managerial experience.

Nice to Have

  • Demonstrated strong influence management skills and ability to lead teams and work effectively across competing organizations.
  • The ability to research and strategically apply technical reimbursement knowledge to a variety of business situations.
  • Demonstrated competence in international reimbursement, coding, coverage, and payment, and a key understanding of health care economics with multi-government health care systems.
  • Master's degree in health policy, business administration, public administration, or a related discipline.
  • Experience in medical device or pharmaceutical industry health policy/strategic reimbursement experience.
  • Experience with industry clinical trial management

Salary ranges for U.S (excl. PR) locations (USD):$204,000.00 - $306,000.00

This position is eligible for a short-term incentive called the Medtronic Incentive Plan (MIP).

This position is eligible for an annual long-term incentive plan.

The base salary range is applicable across the United States, excluding Puerto Rico and specific locations in California. The offered rate complies with federal and local regulations and may vary based on factors such as experience, certification/education, market conditions, and location. Compensation and benefits information pertains solely to candidates hired within the United States (local market compensation and benefits will apply for others).

The following benefits and additional compensation are available to those regular employees who work 20+ hours per week: Health, Dental and vision insurance , Health Savings Account , Healthcare Flexible Spending Account , Life insurance, Long-term disability leave , Dependent daycare spending account , Tuition assistance/reimbursement , and Simple Steps (global well-being program).
