Senior Manpower and Training Analyst (Finance)



Description

The Senior Manpower and Training Analyst will support a major Army acquisition program within PEO Missiles and Space. The analyst will serve as the subject matter expert for manpower documentation, training development, and readiness tracking. The position requires in-depth knowledge of Army force structure processes, training requirements, and integration of manpower considerations within the acquisition lifecycle. This role directly supports planning, coordination, and execution of training and manpower supportability for fielded and developmental systems.

Key Responsibilities:

  • Lead development, coordination, and submission of Manpower Estimate Reports (MERs) and Table of Organization and Equipment (TOE) change proposals.
  • Develop and maintain Manpower Requirements Criteria (MARC) analyses and supportability documentation.
  • Provide training support planning, including development of training programs and tracking metrics.
  • Interface with product support, logistics, and engineering teams to ensure training devices, simulators, and training aids are properly integrated into system design.
  • Track and manage training requirements, schedules and execution, ensuring alignment with program office requirements.
  • Provide briefing materials and participate in Integrated Product Teams (IPTs), In-Process Reviews (IPRs), and Milestone Decision Reviews (MDRs).
  • Support analysis and provide recommendations related to Total Army Analysis (TAA) and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) impacts.

Requirements

Required Qualifications:

  • Active DoD SECRET security clearance.
  • Education in Human Resources, Education, Business, or related field.
  • Minimum 8 years of experience supporting Army acquisition programs or training/manpower functions in a DoD or other Federal environment.
  • Demonstrated expertise in Army training system development.
  • Experience with Army manpower systems (e.g., TDA, TOE, MARC).
  • Working knowledge of JCIDS and acquisition documentation requirements.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Excellent communication and coordination skills, both written and verbal.

Desired Qualifications:
  • Batchelor's degree in a relevant field.
  • Graduate of the Army's Acquisition or Logistics career programs (ALC/AMC/FA51).
  • Experience with space or missile defense programs.
  • Familiarity with TRADOC processes and the Training Development Capability (TDC) system.
  • Knowledge of cybersecurity and training implications for software-intensive systems.
  • Prior DA civilian or contractor experience in a related functional area.
  • Experience supporting milestone documentation Army acquisition programs.
