IT Business Systems Analyst III - Fire (Finance)



The County of Riverside Fire Department is seeking an IT Business Systems Analyst III (BSA III) to join their team located in Perris.

The BSA III will be responsible for coordinating, monitoring, and leading work/ projects related to integrated solutions, as well as participating in research and development of new technologies to enhance and improve the customer experience. Multiple levels of analysis will be required such as process and system analysis, refining and documenting the business requirements of customers included in the development, implementation, and production support of integrated systems. Additionally, the BSA III will interact, coordinate, and collaborate with internal support teams (e.g., Database Administrators, Systems Administrators, Technical Services support staff, Applications Support staff, Help Desk Staff, and Business Relationship Managers) and act a as a liaison with internal department stakeholders.

Competitive candidates will have technical expertise in PowerBI, Crystal Reports, and programmatic knowledge of modern web applications application development for both internal (intranet) and public-facing web platforms, MS SQL server management including administration, optimization, and troubleshooting.

Candidates with experience in technical project management within a public safety environment and proficient in Power BI are highly preferred.

The Riverside County Fire Department (RCFD) is one of the largest integrated, cooperative, regional fire protection organizations in California. The Department, a unique partnership between State of California Department of Forestry and Fire Protection (CAL FIRE) and the County of Riverside, serves 22 partner agencies and has five core values: Leadership, Competence, Integrity, Safety, and Customer Service.• Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.

• Analyze projects; document new organizational processes; generate reports for management on new technology.

• Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.

• Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.

• Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.

• Implement new and modified processes and systems by performing design, application development, installation and testing.

• Modify software; customize business applications and interfaces.

• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.

• Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.

• Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.

• Maintain, support, and administer software applications.

• Provide customer support, training, and problem analysis for software applications.Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).

Experience:

Four years of successful, journey-level IT job-related experience, which must include:

  • At least four years of IT project management and database administration experience; and
  • At least one year of experience performing lead person duties or technically advanced IT job-related work.

(One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).

Knowledge of: The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.

Preferred IT-Related Skills: Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments.This position is not eligible for telework and will be in office located in Perris, California.
