Position Type: Consulting Contract

Navarro Research and Engineering is seeking a NEPA Consultant to support the preparation of Environmental Assessments (EAs), Environmental Impact Statements (EIS), and related environmental documentation for the Idaho National Laboratory (INL).

This consulting role will focus on impact assessments and drafting EA sections, working as part of an interdisciplinary team to ensure compliance with DOE regulations, Council on Environmental Quality (CEQ) guidance, and other federal environmental requirements. The Consultant will contribute technical expertise, clear writing, and structured analysis to support the U.S. Department of Energy's mission in nuclear energy, clean energy, and critical infrastructure.

Key Responsibilities

  • Prepare impact assessment analyses in assigned resource areas (e.g., air quality, biology, cultural/historic resources, water resources, socioeconomics, or health and safety).
  • Draft and edit EA and EIS sections, ensuring clarity, accuracy, and consistency with regulatory standards.
  • Conduct literature reviews, data analysis, and desktop research to support environmental impact evaluations.
  • Incorporate existing environmental documents by reference and identify gaps requiring additional analysis.
  • Assist in preparing scoping reports, draft EAs/EISs, preliminary drafts, and final deliverables.
  • Support the review and response process for public and agency comments on draft NEPA documents.
  • Coordinate with project managers, senior consultants, and technical experts to ensure interdisciplinary integration.
  • Ensure all deliverables comply with DOE NEPA regulations (10 CFR Part 1021), CEQ guidance, and applicable environmental statutes.
  • Contribute to administrative records, supporting documentation, and quality assurance efforts.

Requirements

Required Qualifications

  • Education: Bachelor's degree or higher in Environmental Science, Engineering, Natural Resources, or a related discipline.
  • Experience: 3-5 years preparing NEPA documentation (EAs, EISs, or equivalent) for federal clients.
  • Technical Writing: Strong ability to draft environmental sections clearly and accurately for both technical and general audiences.
  • Regulatory Knowledge: Familiarity with DOE NEPA regulations, CEQ guidance, and other relevant environmental laws (Clean Water Act, Endangered Species Act, National Historic Preservation Act, etc.).
  • Citizenship: Must be a U.S. Citizen (required under SOW).
  • Communication Skills: Excellent written and verbal communication skills, with attention to detail and consistency.
  • Remote Work: Must be able to work effectively as part of a remote consulting team.

Preferred Qualifications
  • Prior experience supporting DOE or other federal NEPA projects.
  • Experience drafting EA/EIS sections across multiple resource areas.
  • Familiarity with stakeholder engagement processes and public comment integration.
