Civil Staff Engineer (Engineering)

POSITION TITLE: Civil Staff Engineer
REPORTS TO: Deputy City Engineer
SUPERVISES: ----------------

PURPOSE OF POSITION:
Responsible for providing engineering assistance to the Deputy City Engineer and the City Engineer in the review, design, management and planning of public improvement and private development projects. Incumbent will exercise considerable independence in the performance of duties.

ESSENTIAL FUNCTIONS:
Reviews and evaluates building permit plans for correctness of engineering methods, accuracy of calculations, and conformance with established engineering regulations and procedures.
Review grading permits and post construction storm water management plan designs and computations to ensure compliance with current applicable storm water pollution prevention plan and storm water treatment regulations.
Assist with the management of public infrastructure improvements to ensure that design and construction is in accordance with all plans, specifications and permits; evaluate construction methods, determines code compliance and adherence to specifications.
Participates in meetings with members of the public, engineers, contractors and developers regarding matters of Engineering and Public Works.
Assist with electronic asset management data collection and inventory; assists with the management and development of GIS layers for city infrastructure.
Assist with the management of as-built records related to water mains, sanitary sewers, storm sewers, storm water detention, streets, sidewalks, and traffic control.
Assist with coordination of engineering activities with other City departments and outside agencies.
Assist in the preparation of reports, correspondence, permits, and other written documentation as required by the City, State, and/or other entities.
Assist in the preparation and development of the annual departmental budget as well as preparing cost estimates for capital improvement projects.
Assists in solicitation and selection of consultants associated with improvement projects.
Assist in responding to citizen and City staff inquiries, concerns and/or refers individual to the Deputy City Engineer.
Establishes and maintains positive public relations with the general public, other employees, other governmental agencies and municipal officials.
Physical presence at the assigned job location is an essential function of this role. This position requires onsite attendance during assigned working hours, with remote work arrangements unavailable. Management may consider exceptions under specific circumstances and in accordance with city policies.

MARGINAL FUNCTIONS:
Assists all divisions and departments as required to accomplish the goals of the Public Works Department and the City of Papillion.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of and ability to apply the principles and practices of civil engineering, as applied to the field of public works, design, and construction operations.
Knowledge of and ability to apply federal, state, and local laws and regulations related to various public works projects and programs such as street, sewer, parks and water activities.
Knowledge of and ability to apply methods of project inspection, conduct engineering studies and technical research, compile reports, present findings and make recommendations.
Knowledge of contract administration and the laws and regulations involved in the acquisition of federal, state, and local grants.
Knowledge of and ability to use a variety of computer software applications, including Auto-Cad, Bluebeam, word processing, database, spreadsheets, and specialized applications.
Knowledge to operates standard office equipment in the performance of duties, i.e. personal computer, copier, scanner, calculator, etc.
Knowledge of city responsibilities and ability to use independent judgment in the performance of duties.
Skill in the preparation, interpretation, and verification of engineering plans and specifications.
Ability to read and interpret plans, specifications, blueprints, legal descriptions, maps, charts, graphs, and contract documents easily.
Ability to negotiate with, select, administer, oversee, and evaluate the work of private consultants and contractors.
Ability to perform arithmetic, algebraic, and geometric calculations as necessary to review and analyze engineering calculations.
Ability to accept positive and constructive feedback with a growth-oriented mindset.
Ability to promote, accept, support, and implement change as necessary to benefit and encourage the development and growth of the City of Papillion.
Ability to communicate effectively, verbally and in writing, in English.
Ability to maintain regular and dependable attendance on the job, including attendance and job performance for possibly prolonged periods of time when called out on short notice due to weather conditions, emergencies and similar situations of public necessity.

EDUCATION AND EXPERIENCE:
1. Must possess a valid driver's license.
2. Must possess a Bachelor's Degree in Civil Engineering from an accredited college or university or a related engineering field.
3. Must have two (2) years of experience in the areas of civil engineering design and project management, decision making, solving complex technical problems, negotiating and administering contracts, writing reports, and public works facility operations, or an equivalent combination of education, training and experience.
4. Must be an E.I. with the ability to obtain a State of Nebraska Professional Engineering license within eighteen (18) months of hire or a timeframe established by the Public Works Director.
5. Must maintain certifications as required.
6. Must be bondable.

ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work is generally performed indoors/outdoors and requires a considerable amount of physical activity including walking, standing, kneeling, bending, crouching, reaching, stooping, and climbing. The incumbent must have the ability to transport themselves to and from city facilities and various locations throughout the city. Duties require the ability to tolerate an indoor and outdoor work environment which includes contact with dirt, dust, chemicals, cleaning solvents, bacteria, noise, and inclement weather conditions.
Work hours may occasionally be required in times of darkness. Vision abilities required include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. The employee occasionally works near moving equipment, in precarious places and is occasionally exposed to fumes or airborne particles, toxic chemicals, and vibration. The noise level may be moderate to intense depending on activity performed.
Work requires extensive interaction with the general public and may be stressful when dealing with irate citizens.
