Tribal Program Specialist (Finance)



Title: Tribal Program Specialist  

Location:  Remote/Nationwide

Travel: up to 20%

Security Clearance: Moderate Risk Background Investigation (MBI)

Schedule: This is a full-time position that typically works business hours Monday through Friday. Hours may vary depending on needs and may at times include travel, evenings, or weekends to meet specific project requirements or time zones.

Salary Range: $55,000-65,000

Job Summary: 

The Regional Program Specialist (RPS) serves as a front-line representative of the National Missing and Unidentified Persons System (NamUs), providing case support, outreach, and training to criminal justice and medicolegal professionals across a defined U.S. region. RPSs are responsible for facilitating data entry, verifying case accuracy, assisting with forensic coordination, and supporting stakeholders in the resolution of missing, unidentified, and unclaimed person cases.

Essential Functions and Responsibilities:

  • Provide technical assistance and training to local, state, federal, and tribal stakeholders, including law enforcement, medical examiners, coroners, and other allied professionals. 
  • Support case entry and verification in the NamUs system for missing, unidentified, and unclaimed person cases across jurisdictions, including tribal lands. 
  • Conduct outreach to build partnerships with criminal justice stakeholders, including tribal law enforcement agencies, to increase participation in the NamUs program. 
  • Facilitate and coordinate forensic and analytical services (e.g., fingerprint, dental, anthropology, DNA) for stakeholders, including tribal communities, to aid in identification and resolution of cases. 
  • Promote awareness of NamUs tools and services in tribal jurisdictions and collaborate with tribal authorities to improve the completeness and accuracy of case data. 
  • Support participation in events such as Missing Persons Day and tribal community engagement activities. 
  • Assist families, including those in tribal communities, in submitting biometric data and accessing support services. 
  • Compile data and participate in reporting related to outreach and casework, including metrics specific to tribal outreach and engagement efforts. 
  • Perform other duties as assigned. 

Minimum Qualifications & Skills

  • Bachelor's degree in criminal justice, forensic science, anthropology, or a related field. 
  • Minimum of 2 years of experience in criminal justice, forensic, or case management setting. 
  • Experience working with missing or unidentified person investigations is preferred. 
  • Familiarity with local and national forensic services and data systems (e.g., CODIS, NGI). 
  • Ability to travel within assigned region for outreach, training, and stakeholder support. 
  • Excellent interpersonal and stakeholder engagement abilities, including cross-cultural communication and collaboration with tribal communities. 
  • Strong attention to detail and data accuracy in case documentation. 
  • Proficiency in data entry systems and Microsoft Office applications. 
  • Ability to work independently and manage a diverse caseload across multiple jurisdictions, including tribal jurisdictions. 
  • Comfort with public speaking, training delivery, and professional outreach in both urban and rural areas, including tribal nations. 

Clearance: 

  • Moderate Risk Background Investigation (MBI) required
  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.

Security Requirements/Background Investigation Requirements: 

  • Must be a U.S Citizen
  • Residency requirement - 3 consecutive years in the last 5 years. 
  • Successfully passing a background investigation including drug screening.    

Physical Requirements/Working Conditions:

  • Alternate Sitting or Standing at Will: The employee has the flexibility to choose between sitting or standing as needed.  
  • Walking/Mobility: Must have mobility to attend meetings.  
  • Climbing/Stooping/Kneeling: 0% - 10% of the time. 
  • Lifting/Pulling/Pushing: 0% - 10% of the time. 
  • Fingering/Grasping/Feeling: Must be able to write type (55 wpm), enter text or data into a computer or other machine by means of a traditional keyboard 100% of the time. 
  • Sitting: Sitting for prolonged and extended periods of time.
